Lackawanna Board of Assessment Review
The members of the Assessment Review Board are each appointed by the City Council to a five-year term.This board of community members with real estate, assessing and legal backgrounds, is the hearing body for members of the public who file grievances regarding the assessment value placed on their property by the city assessor.
The Board of Assessment Review meets annually on the second Tuesday of January. Information about filing for a grievance hearing with the board is available through the Assessor’s Office.

Challenging your Property Assessment
CITY OF LACKAWANNA ASSESSMENT GRIEVANCE PROCESS
The Division of Assessment annually reviews all properties within the City and compares each property to valid sales to determine if the assessments are reflective of the local real estate market. The City assesses at market value, therefore, assessments should be within the range of value that a property could sell for on the open market.
Property Owner or Property Representative:
Please note that all appearances before the Board of Assessment Review will be Scheduled. To appear before the Board of Review, you should make an appointment through the Assessor’s Office. Applications must be received by 4 pm, January 2, 2018 and will be scheduled for grievance day hearings on, January 9, 2018. All others will be given an appointment on a subsequent date. Every effort will be made to schedule appointments at the property owner’s convenience. Please file in Duplicate with the City Assessor’s Office.
Non-Hearing Application must be submitted on or before January 9, 2018
State law assumes the assessment is correct. Therefore, the property owner must prove that their estimate of value is correct. Written evidence supporting the lower value MUST be provided in order for a reduction to be considered.
Failure to provide documentation or to comply with requests of the board of assessment review can result in dismissal of the grievance.

A SEPARATE FORM MUST BE USED FOR EACH PARCEL BEING CHALLENGED.
The following form items must be completed and supporting documentation must be provided for the Board of Assessment Review to consider the challenge. Please fill in completely Part 1, Items 1, 2 (3 if a representative is chosen), 4, 5, 6 and 7. Part 2 items relevant to specific property. Part 3 items relevant to specific property. Complete Part 4 if authorizing someone to represent you. Part 5, do not forget to sign and date your challenge form.
Once your form is submitted please contact the Assessor’s Office to schedule a hear day and time. The Board meets in January 2017.
If you request a hearing, you must submit your form no later then January 2, 2018 in the Assessors Office.
Results of the assessment challenges are mailed March 1st to the address provided on the form.
